Municipal Solid Waste ( Management & Handling )Rules 2000
§ These Rules came in force on 3rd October 2000
§ The rules apply to every Municipal Authority and the Municipal Authority is responsible for

Segregation
-
Storage
-
Transportation
-
Processing
-
Disposal
of Municipal Solid Waste generated within their jurisdiction
§ The Municipal Authority is required to obtain Authorization to set up a Waste processing facility including landfills from the Goa State Pollution Control Board.
§ The Municipal Authority is required to furnish a annual report in Form II to the District Magistrate with a copy to the Goa State Pollution Control Board on or before 30th June of every year.
§ As per the implementation schedule the Municipal Authorities were supposed to improve the existing landfill sites by 31/12/2001.
§ Identify landfill sites for future use by 31/12/2002
§ Set up waste processing disposal facility by 31/12/2003.
§ The Municipal Authority should set up a landfill and waste processing facility as per the guidelines issued by the Central Pollution Control Board.
§ The District Magistrate has the overall responsibility for enforcement of the provisions of the rules
§ The State Pollution Control Board shall grant authorization within 45 day of the receipt of application for setting up a waste processing & disposal facility including landfill.
§ The State Pollution Control Board shall monitor the facility and collect samples from nearby wells for analysis and carry out ambient air quality monitoring once in six months as per Schedule II , III, IV .
§ In the Writ Petition (Civil)No 888 of 1996 Almitra .H. Patel V/s Union of India being heard by the Hon’ble Supreme Court, the Supreme Court has taken serious view of the non compliance of the Rules by the Urban Local Bodies and directed to prepare and action plan for management of MSW.
§ The Goa State Pollution Control Board has co-ordinated with the officers of the Urban Local Bodies and requested them for compliance of the MSW Rules 2000.
§ Accordingly all the Municipal Authorities in the State (13)have applied for Authorization and 10 Municipal Authorities have been granted Authorizations. The remaining 3 Municipal Authorities have been asked to identify new sites for disposal of MSW.
§ The Municipal Authorities have been directed to provide drains, compound walls and provide 40 to 65 cm thick mud cover prior to monsoon to prevent infiltration.
§ The Municipal Authorities have also been requested to follow the recommendations for collection, segregation, storage, transportation, processing and disposal specified in MSW Rules 2000.
